QBCC's Wall and Floor Tiling class (Queensland Building and Construction Commission Regulation 2018, sch 2 pt 59 s 2(3)) lists 'apply waterproofing for wall and floor tiling' as part of its own scope of work — confirmed directly against QBCC's published scope-of-work page for the class — so a licensed tiler waterproofing their own tiling job is working inside their own licence, not borrowing someone else's. The separate Waterproofing class (sch 2 pt 60) is for a contractor who only waterproofs, without also tiling. Either way, ask who's doing the membrane and under what licence number, and check it on the QBCC register before work starts.

I live in a high-rise unit — if my bathroom waterproofing fails, is that my bill or the body corporate's?

Yours. Under Queensland's building-format-plan rules, a lot's boundary is drawn through the centre of its floor, wall and ceiling, and everything inside that — including waterproof membranes in wet areas and shower trays — is the lot owner's to maintain, per Queensland Government's own guidance on building-format-plan maintenance.
